What is User Story?
A small piece of work written from the user's perspective: 'As a [user], I want [goal], so that [benefit].'
A user story is a short description of a feature framed in the user's voice. The standard template is 'As a [user role], I want [goal], so that [benefit]'. Stories should be small enough to fit in a sprint and clear enough that the team can estimate them. Each story includes acceptance criteria - the specific conditions that must be true for the story to be 'done'.
When to use
Stories force you to think about WHO the work is for, not just WHAT to build. Even for internal tools, framing a story as 'as the on-call engineer, I want X so that Y' makes priority arguments easier.
